Based off of my experience, I beleive the Imperial does have it's own genetic marker for size, as I will consistanly get litters that are 25% to 75% imperial depending on the lines of the parents. The Imperial will tend to simply grow slower, but will also mature faster and reach their mature size at a younger age.

We breed for Imperial Shih Tzu, Chinese Imperial Shih Tzu and the tiny purse Shih Tzu. We have so much fun taking them every where and they love riding in the car or being carried in their own little purse to go to the store. They really are tiny little fur babies and they love the attention they recieve when out and about from other people.
